It is recommended that the Annual Estimates should be prepared along the following broad lines:

Sub-Heads for all staff under his immediate control and commensurate with his duties.

(i) Provision to be made under the appropriate
Sub-Head for such staff as should be employed under the direct control of the Commission, e.g. Part Engineers' Department, Lighthouses, Lights, Signal Stations, Port Statistics (including Boarding Officers)
atc.
(ii) Maintenance of Works and Services under the
control of the Commission.
(iii) Special Expenditure.
(iv) Capital Works.
The establishment of the Director of Marine would provide for an Office Assistant (Senior Clerical Staff) who could undertake the duties of Secretary to the Commission, and the Accountant provided for the Marine Department could, no doubt, carry out similar duties for the Commission at least in the earlier stages. (See Note (a).) The Hon. the Attorney-General might be asked to detail an officer to assume the duties of Legal Adviser to the Commission.
The Commission should meet at least once a fortnight and as frequently as possible during the earlier period. Subject to requirements, it would probably be found advisable to form various sub-committees under the following designations to deal with special questions and report to the Commission:
(i) "Senior Standing Committee" or "Management Committee"
or "General Purpose Committee"
to take into consideration all questions which relate to matters of policy, major improvements and any new works and construction undertaken by the Commission.
(ii) "Finance Committee"
to deal with the disbursement of expenditure, income and all other financial and monetary matters.
